State law requires
at least one person on each facility should be formally
trained in stage II operations, maintenance, record
keeping and train the other employees at the facility.
A certificate of training should be kept and displayed
all the time in the store. Please be aware that Department
of Natural Resources (DNR) conducts annual inspection
of every facility that dispenses gasoline. With added
number of inspectors on the team, one inspection a year
of each and every facility is a near certainty. No prior
notices are given for these inspections. One of the
prime objectives of the inspection is to ascertain that
all the employees are trained in Vapor recovery operations
and certificate of Stage II training is displayed at
the facility.
The inspector will also verify that
daily inspection notes on the equipment are properly
recorded and also that timely repairs are made and recorded.
In case of any of the requirements not in compliance,
a number of actions can result. For all violations,
a notice of violation (NOV) will be issued. Resolution
and documentation of your actions to bring the infraction
into compliance is mandatory. Apart from issuing NOV,
the inspector may close hoses and/or dispensers recommend
fines, and for severe violation, close facility until
full compliance is achieved.
